Increase Programme

The Scottish Executive has provided £5 million to support community based recycling projects in Scotland until March 31st 2008, in order to achieve the sustainable waste management objectives set out in Scotland’s National Waste Plan.

What is the funding for?
The Increase Programme will provide grants to community organisations who are engaged in activities which will help to implement the national waste plan. The scheme hopes to encourage the development of new ideas and to build capacity within communities and will fall into two broad categories:
1) The development of an existing activity whereby funding will support the purchase of a new piece of equipment, plant or vehicle, the employment of a key worker or promotion of activity through signage or marketing.

2) The increase in capacity of an organisation to enable it to deliver either existing or new services, including training, research, development of a business plan, fundraising, financial assistance, partnership building or project development. Organisations will be encouraged to utilise the grant to develop key posts within their structure rather than employ outside consultants.

How much money is available?
The Programme will run a two-tier investment scheme supporting small projects between £5,000 to £30,000 and larger, more strategic projects from £30,000 to £200,000. All projects will be considered on an individual basis and appropriate levels of support will be made available. Funding shall end on the 28th February 2008: all claims must be made prior to this date.

Who can apply?
Projects must be delivered by a “community waste sector organisation” and this is defined as: “a non profit distributing organisation which provides added value services to communities in relation to waste reduction, recycling, reuse and composting”. These community organisations need not already be involved with waste management.
The scheme will also support activities that promote, raise awareness or provide training or information to other community groups involved in the reduction, reuse, recycling or composting.

When to apply
The Community Recycling Network for Scotland (CRNS), will offer advice to any community group seeking support from the Increase Programme, and it is advisable to contact them in the first instance. Once the project has been discussed an application can be submitted.

What is required

For both the small and strategic applications, the following documentation must be provided (in paper and electronic formats, where applicable):

1) Fully completed, checked and signed small application form (or Strategic Pre-application Form (Form A) and Project Plan (Form B), in case of strategic applications).
2) Signed audited accounts (for most recent accounting period).
3) Signed Constitution / Memorandum and Articles (only require hard copy).
